Creating the framework for an invitation to tender
A handy checklist before you take the plunge...

1. Introduction and instructions. Includes purpose of the ITT (see: "The invitation to tender"), number of suppliers approached, contact details, confidentiality statement and project deadlines.
2. Profile of user. Includes all relevant company information, a description of the HR function and its requirements, who will use the system and the existing IT standards, set-up and networks.
3. Functional requirements. Details system specifications, including links to other systems. Also includes development, release and termination requirements.
4. Generic requirements. Itemises reporting, security and workflow requirements, e-mail, Internet/intranet features and compatibility with other applications.
5. Supplier information. Includes company background and market positioning, products supplied, relevant partners, implementation approach, support services to be supplied, accreditation and future plans.
6. Technology considerations. Explains underlying languages/technologies, databases and networks to be supported. Also asks about the implications of using proposed system.
7. Cost and contractual details. Asks for price of software based on requirements, detailing services, training and any additional and recurring costs. Also gives contractual details, or a standard example.
